MARSHALL — Updates to some key streets in Marshall’s downtown area are planned in the next couple of years, city staff said Wednesday.
In a meeting with the Marshall Downtown Business Association, Marshall City Engineer Jason Anderson and Assistant City Engineer Jessie Dehn gave a rough outline of plans to replace streets and utilities on Lyon Street and North Third Street. Both streets are high-traffic areas, home to local businesses and the Marshall Post Office.
“This is still something that’s being developed,” Anderson said of the project. The city will be talking about the scope of the project this fall, and phases of construction could start in 2022 or 2023.
Anderson said the city plans to reconstruct West Lyon Street between Fifth Street and East College Drive, and North Third Street between Main Street and West Redwood Street. The street pavement on the affected blocks is in poor condition, as are the Addison, Baldwin and Rose parking lots, he said. The construction would also replace storm and sanitary sewer lines and water mains in the area. The water main serving the area is a four-inch pipe made of cast iron, and the sanitary sewer lines are clay pipes of varying sizes, Anderson said.
In addition to replacing the streets and utility lines along West Lyon and North Third Street, the city would also replace the sidewalks, curbs and gutters.
As the planning process continues for the project, Anderson said the city will need to consider factors like timing and access to downtown businesses. For example, if the city takes the project in smaller phases, construction will last longer. If they replace more service lines at one time, the work would go faster overall but people might not have access to their businesses for a period of time. The city plans to include public engagement with businesses, property owners and members of the public as part of project development.
Downtown businesspeople present at Wednesday’s meeting said they hoped the city would consider future parking availability as part of the street project. A lack of parking, especially along Third Street, has frustrated customers for a long time, they said.
